homes vs houses

A new policy has been implemented in SPCA that has resulted in lax adoption requirements. And by lax I mean, almost NIL. This is apparently due to the fact that the animals are not getting adopted fast enough. As true as that is, it does not make sense to implement such a policy.
Kittens are going to
homes houses where they'll be left alone for several hours a day. Dogs are going to houses they are not at all fit for. A apt example is Genki. He went to a house with an old lady and 2 frail maids who don't know the first thing about German Shepherds. How in the world is he suited for a house like that? Who's gonna walk him? Who's going to play with him? Who's going to train him? It doesn't make any sense. True enough, he ran away from the house a few days ago because someone accidentally left the gate open. I wasn't too surprised to hear that tbh.
This new shit policy renders counselling obsolete. It makes SPCA just like another pet shop. That's not how it's supposed be. We are supposed to care for the animals. We are supposed to make sure they go to loving homes they deserve. This goes against everything we care and stand for. I fucking hate it.
